Why doesn't the government conduct wide-scale contamination measurement soon enough?

@PeacePhilosophy

Gunma University's geologist Hayakawa Yukio's blog is one of the most popular ones among those who want to know more than the government, media, and TEPCO's official announcements of the situation with the Fukushima nuclear crisis. On September 30, Hayakawa published a map of "contamination routes and timings" on his blog, specifying that the mass media are NOT allowed to reprint this map. He states that this is his protest against the unfair reporting by the mass media, which brought former economics and industry minister Hachiro Yoshio (see Japan Focus Article for details) into resignation. Hayakawa's analysis, combined with the result of the MEXT's aerial monitoring results, raises concern over the wider areas, such as Niigata, the biggest producer of rice, Nagano, Yamanashi, Shizuoka, Iwate, Akita, Aomori, and beyond. Why has the government delayed the wider-area contamination measurement for so long? They started such aerial monitoring, in collaboration with the US Department of Energy, as early as mid-March, and it has taken them six months to conduct and release the data of Tokyo and Kanagawa, with the largest population density. See October 8 Japan Times Article on the newly released MEXT data. (@PeacePhilosophy)

Here is Hayakawa's analysis of movements of radioactive plumes between March 15 and 21.

Below is one of the maps released by MEXT on October 6 - the sum of Cesium 134 and 137 on the ground surface. For the English page of the MEXT aerial monitoring, see HERE. The latest one including Tokyo and Kanagawa have not been translated yet, and it will be soon.

(ジャパンタイムズ10月8日記事) The higher contamination in the Eastern Tokyo has already been known, from measurement initiatives by various citizens' groups, and JCP's measurement, but what this MEXT data has brought attention to is even higher contamination of the Okutama area in the far-Western Tokyo. See HEREfor the Japan Times article on this issue.

A Twitter user @planetta321 placed Hayakawa's contamination routes onto the MEXT's measurement map of aerial contamination, which corresponds with the cesium contamination on the surface. This also raises concern over the possible contamination in food-producing prefectures such as Niigata and Nagano.
